ICES-003 <http://www.ic.gc.ca/eic/site/ mt-gst.nsf/vwapj/ices003e.pdf/$FILE/ices003e.pdf> does list the English and French text “This Class [*] digital apparatus complies with Canadian ICES-003. Cet appareil numérique de la classe [*] est conforme à la norme NMB-003 du Canada.” However, this is stated as the “Suggested text”. Specifically, it states the following.
“A written notice indicating compliance must accompany each unit of digital apparatus to the end user. The notice shall be in the form of a label that is affixed to the apparatus. Where because of insufficient space or other constraints it is not feasible to affix a label to the apparatus, the notice may be in the form of a statement included in the user's manual. A suggested text for the notice, in English and in French, is provided in the Annex.” [The text I provide above is from the Annex.] Maybe I am missing something, but nowhere does the document state that specific languages are required. RSS-Gen <http://www.ic.gc.ca/eic/site/smt-gst.nsf/vwapj/rssgene.pdf/$FILE/rssgene.pdf> only states “Suppliers of radiocommunication equipment are encouraged to provide notices and user information in both official languages.” That hardly sounds mandatory in my opinion. If there is a language requirement, it would be in a different Industry Canada document. By the way, SCCL means Standards Council of Canada accredited Laboratory <http://www.scc.ca/en/programs-services> . It is the Canadian equivalent of the OSHA NRTL program. One of the cautionary markings that I see which is most common on equipment with accessible fuseholders and required by most North American standards: "CAUTION: For continued protection against risk of fire, replace only with the same type and rating of fuse". CAN/CSA C22.2 No. 0 is a normative reference in all CSA C22.2 electrical standards. Clause 5.3.1. Under "Language of Markings," this clause says: "Caution and warning markings shall be in English and French except as permitted by Clause 5.3.3." Clause 5.3.3 refers to languages on equipment sold outside of Canada. And in annex NAA there is: "French translations of required markings are considered informative. It is the responsibility of the manufacturer to provide bilingual markings, where applicable, in accordance with local jurisdictional requirements." So I told the boss that there is no mandatory requirement for ALL label stuff to be in French - just the safety-critical notices, and that we will do a completer version of the manual in French. The subsequent assessment by the CSS/NRTL indicated that the label must be COMPLETELY in French. With 1000s of labels already stocked, I am not about to acquiesce.
