Yes, profound. Directives have to be embodied into the national laws of each member state, which means, in most countries, going through a Parliamentary process, however desultory. But Regulations, prepared by the Council of Ministers, with or without the European Parliament, are binding on member states, without any national debate or democratic intercession.
