Sorry John l think you are giving the wrong impression here .

The Council of Minsters is made up of Minsters of each member country.  It is 
not handed down by the civil servants in Brussels.

Yes, profound. Directives have to be embodied into the national laws of 
each member state, which means, in most countries, going through a 
Parliamentary process, however desultory. But Regulations, prepared by 
the Council of Ministers, with or without the European Parliament, are 
binding on member states, without any national debate or democratic 
intercession.
