Not so much intractable, but for the new product classes there's no
guidance for standards to use to give presumption of conformity with the
essential requirements in the CPR (if such terminology also applies to
regulations).

For Annex IV, Area Code 31, could easily have a multiplicity of applicable
standards that would depend on the application.

One area of concern relates to national requirements, particularly in
France, regarding flame resistance.

On this last point, it seems reasonable to assume that national
legislation/regulation is not superseded where it does not conflict with
EU regulations.
