A cord connected device marked 16 amps & certified or listed (Canada/US) would automatically incorporate a cord sized appropriately with a 20 amp plug cap installed. A permanently connected device marked 16 amps would be verified by the AHJ (Authority Having Jurisdiction) that the device is connected to a 20 amp branch circuit upon installation.
