Lithium batteries contain safety critical electronics that prevent explosion when overcharged, and limit discharge to a safe value ...?..! A popular cell type is charged to 90% at 3.1 V, 100% at 3.15 V and explodes or at least burns fiercely when charged to 3.2 V It is of utmost importance that these charge cut-offs function decently , also in the presence of strong fields. This may justify the ce mark and probably some EMC testing. Numbers vary per technology, so do not try this at home.
