'CE' mark on batteries, for this moment in time, should only make reference
to the EMC directive. Where the battery must be considered I/S, and is
intended for use in non-ordinary locations, then it is included as part of
the investigation on the end-use equipment.

62133 -> not harmonized -> no CE
UL -> NA/US only
38.3 -> transport, no usage

The EU also wants to see wheely bins on batteries.
