True.  Subpart J of Part 15 didn't come along until 1979 to cover digital 
devices.  Part 15 was such a mishmash back in those days.  :-)

The US had limits on other unintentional radiators since at least the 50s:  low 
power AM transmitters, TV and radio receiver oscillators, garage door openers

For a long time (I think since the 30s)  there was a generic limit of 15 uV/m 
at a distance of lamda/2pi, most of the low power AM TXs I built or bought as a 
kid were well within this limit but would still work with the home receivers.
