EMI limits for radio frequency receivers and transmitters date back to the creation of the FCC in the USA and the 1930s as Mr. Woodgate mentions. But unintentional rf emissions from non-rf equipment were not regulated until circa 1980 in the USA, and the CBEMA report referenced by others and dated circa 1977 was the basis for USA EMI limits in Title 47 CFR Part 15.
