As far as I know, this requirement is a regional and not a national requirement.

This is applicable to single use as well as rechargeable batteries. The certifications cannot be manufactures self-declarations, they need to be a third party certificates. IATA/ICAO have the UN38.3 requirements for air shipments of rechargeable lithium batteries and they accept manufactures self-declarations.
