Jody,
Is it the case that you can, in the US, do the requisite crush tests etc, of 
UN38 completely within you own facility and self verify the ATA requirements, 
and do other regulators also accept in house data - rather than independent 
verification? The typical (and there are only a small number) of test 
verification I've seen from Li-on manufacturers have been through independent 
labs. While I've read through the ATA documents I don't know that I've ever 
seen a requirement for an independent lab or even just the opposite - internal 
data.

Hi Richard,

Yes, we have been dealing with this for awhile.  For China shipments, the 
testing must be done by one of the government approved labs.  Even as a test 
lab, we have to use the government lab down the street.  If your shipment does 
not have the correct certificate with it, the products will usually get trapped 
in customs.  I will check into the regulations, but the government has not been 
very forthcoming with anything official.

Esteemed body of knowledge,

Today I learned about a China customs regulations requiring UN38.3 T1-T8 
certification for all lithium batteries: Lithium-ion, Lithium-polymer, and 
lithium-metal. This is applicable to single use as well as rechargeable 
batteries. The certifications cannot be manufactures self-declarations, they 
need to be a third party certificates.

IATA/ICAO have the UN38.3 requirements for air shipments of rechargeable 
lithium batteries and they accept manufactures self-declarations.

Has anyone seen this requirement, know of the regulation that generated this 
requirement, have a source of this requirement? Any information is helpful.
