Yes, Richard, this is a fun one! It is related to a so-called 
“safe-for-transport certificate” (very rough English translation). If an item 
looks like it could be a DG you need to get a cert saying that it is not. Li 
batteries are particularly difficult.

Only certain recognized labs/companies can  provide certs for the DG types in 
their scope. The UN38.3 doc must be a full test report or a passing 
certificate. It, I believe, does *not* have to be form a particularly 
recognized lab. E.g., if you can’t get it from the bat supplier, you could have 
the test done yourself in TX and then provide the test report to the Chinese 
lab for the safe-for-transport certificate.

Finding written chapter and verse on this is difficult.

Esteemed body of knowledge,

Today I learned about a China customs regulations requiring UN38.3 T1-T8 
certification for all lithium batteries: Lithium-ion, Lithium-polymer, and 
lithium-metal. This is applicable to single use as well as rechargeable 
batteries. The certifications cannot be manufactures self-declarations, they 
need to be a third party certificates.

IATA/ICAO have the UN38.3 requirements for air shipments of rechargeable 
lithium batteries and they accept manufactures self-declarations.

Has anyone seen this requirement, know of the regulation that generated this 
requirement, have a source of this requirement? Any information is helpful.
