That is correct, for dated references. Withdrawn standards are preserved for that reason.

Therefore, what happens when EN50130-4:2011 comes into force in June 2014 and EN 50130-4:1995+A1:1998 are withdrawn? Should we follow the Official Journal (OJ) or the Notified Bodies requirements?

What SHOULD happen is that the EN 54 Parts concerned should be (should already have been!) reviewed to see if the reference can be updated or not. It might not be possible - the referenced text might not exist in the 2011 edition.

If the committee's officers haven't started the process, it's up to both the CEN Central Secretariat and the users of the standard to flag up the need.
