Precisely what you describe is already a registered ISO symbol. 

If you go to the only ISO browsing platform 
https://www.iso.org/obp/ui/#home 

then click on "Graphical symbols" 
then type in "factory" 

you'll see symbol # 6049. 

Now all we have to do is get people to start using this??? Or would that be too 
simple...

The obvious thing to do is to have a symbol (a factory?) and the ISO 
2-letter country code. But that is too simple for Europe!
