The short answer to your questions is that these products have appeared
very quickly on the market and the standards world simply hasn't had
enough time to catch up.
Wall sockets, especially in UK, are subject to very different
regulations and standards than plug-in products, and the relevant
standards committees have, in the past, had little need to talk to each
other.
ASTA may have taken a 'notified body' approach in view of the lack of
specific standards, i.e. applied standards partially and safety
principles in addition, to determine whether a product is safe.
