What we all know or should know: In the framework of the EU EMCD any product needs to comply with the "essential requirements" (ER) allowing manufacturers to use "harmonised standards" to obtain a "presumption of compliance" with the essential requirements.
When there is no standard , manufacturer needs to assess directly against the ER, a difficult road to take. But we have the "Generic Standards", that were made for those products that do not fall in the scope of the product or product family standards. So there a 2 options to exclude before any manufacturer may decide not to test at all. As this outlet sockets are a mixed function product, I would just assume (backed up by many documents/conventions) that both regulations for wall outlets as well as those for power supplies are applicable. Both categories are adequately covered by suitable standards. One might just discuss if the USB part is an IT product (55032/55024) or a Power Supply for mobile phone (EN 301489-34). The anomalies that your questions refer to are simply a consequence of the lag between products appearing on the market and relevant standards being published. There is a dilemma with regard to standards timing. It is almost impossible to write a sensible standard for a product that does not yet exist. If the standard is written around the very first offerings, it may well be based on immature technology (this applies to LED lamps, for example), and become irrelevant or inapplicable as the technology develops. If it's delayed until the technology is stable, anomalies will occur in the meantime as people try to shoehorn the products into existing, inapplicable, standards.
