The C13 to C20 is probably akin to using a NEMA 5-15P into a 20A branch circuit outlet where there is special allowance for this under NEC. The C14 to C19 seems a little more fishy. Perhaps for where the C20 inlet was standard in a product that was configurable and had a range of input current depending on configuration where some configurations only needed the lower current supply?
