I have done exactly that in the past (well, not the beer part) when working a mil or aerospace program, because I know that the filter manufacturer can price the lot to where they can get back their NRE on development.
But here the customer is expecting to pay maybe $5 US max for a filter, and this product being a marine battery charger, is not going to be high volume, so I don¹t feel comfortable asking for a custom design. I understand that they may have some design they worked on that isn¹t in the catalog, and that may be worth pursuing. You could try contacting the filter manufacturers directly, if you haven't done that already. Maybe one of the smaller, 'try harder' outfits would be more willing to help. Many manufacturers have products that they made in the past but don't advertise. I won out on a costly transformer that way; admittedly it was 'negotiated' over beer, but resulted in a $100 part for free.
