My understanding is a bare G28 is allowed in HAAS. In Fanuc programs, since it's an error, nobody would write it, so its behavior in EMC doesn't matter. In historical EMC, bare G28 was allowed and it still is, and gives the same behavior, so those programs don't break. My thinking is that it's OK to give fewer errors than other controls if the behavior is useful and increases compatibility. This (bare G28) is definitely one of those cases.
