Good lord!  First, make sure to notice WHICH axis it is reporting on.  
If it is the same axis, that might provide a hint.

So, you have to have the tolerance above .030", but you can't see error 
above .001"?
Can you make it trip relatively at will with the tighter tolerance?  
Maybe set back to .003"
and run Halscope with it monitoring PPMC.0.encoder.xx.delta and 
pid.xx.error and maybe also the motion enable signal and setting the 
trigger on
that one turning off.  One thing that is very unlikely to show up on 
halmeter is a single sample of bad position.  If there is electrical 
noise or anything of that nature, it could cause momentary misreadings 
of the encoder count.  With Halmeter watching encoder delta, those will 
show up very clearly.

Any changes in electrical equipment in the shop?  Any welding going on?  
Any contractor work on electrical stuff even OUTSIDE the plant?
Any changes to wiring on the machines?  A bad ground on a spindle drive, 
or the machine itself, might introduce noise that could corrupt the 
computer-PPMC communication.

Since there are suddenly problems on TWO machines, I'm thinking about 
electrical disturbances on plant's mains having something to do with it.
