I'd measure all 3 conductors just to satisfy my curiosity. Anything under an ohm s/b be good yet, on a 4 wire measurement. 2 wire from a std dvm can lie like a rug. Bad leads, Bad fuse that looks great. BTDT Leonardo. 4 wire is where the current running thru the cable to measure it,is coming from a different src, so the meter does not see the meters leads, only the voltage drop across the wire being tested.
