I would think you would need 3 resistors yes. And at that point I
would be looking at a second 3-phase contactor rather than an SSR as
the device that is used to bypass the resistor.
Only one pole needed there, along with only one resistor on the output
line from the 3 phase bridges output to the cap. That 3 phase can also
be the main power switch. If useing an SSR to short the resistor, you'll
need some sort on a lockout timer because it will need to be totally
discharged before starting the on delay, that might take a minute or
more. If you restart too soon the SSR will still be shorting the
resistor, and than you have a hard switch going back on. Probably not good.
