I have used a simple mains-coil relay that just closes the crowbar
when the power to the PSU goes off.

A danger with this approach is if the power to the PSU is only
interrupted for a short period, then the relay discharge poles try to
break a high DC voltage which they do not seem to enjoy.
It is probably OK with the correct relay, but 400V DC switching relays
are expensive:

So, I am using a HAL interlock which prevents re-energising the DC PSU
if the bus voltage > 5V (in fact it locks out the machine-on button in
the GUI)
