Sure, the ISA bus can be emulated on an ARM or any other system. But I'm not sure that it is a good idea.
Technology has evolved and has improved a lot. So, if nostalgia is not the reason, then I'd suggest to get a modern replacement. It is surely cheaper than investing in an old card.
