Yes.
It might be worth looking on Amazon too, the few euros more that it
costs might be offset by less waiting and import hassles.

As far as I can tell, no. A resistor divider should fix that. Unless
you can just run the encoder at 3.3V
Having said that, looking at

it looks like I ran that encoder at 5V and it didn't blow up.
It might be better to run with 24V and an interface device, though, in
an industrial environment. (depending on what the encoder can do)

In the example I was limited by stepper motor velocity, so never got
as far as checking max encoder count rate.
