Having such old keys is an important information in the context of your
problem. They probably use internally the old MD5 digest algorithm.

GnuPG from 2.0.23 on does not accept such keys unconditionally:

The same is true for 1.4.20 (2015-12-20).

With the above mentioned switch you can import them, but you should
develop a migration strategy to make you independent of such old keys.
