Thunderbird menu -> Enigmail -> About Enigmail

What happens, if you close and restart Thunderbird? Are there gpg or
gpg2 processes active before you try to edit the draft? To find out,
open the windows task manager and sort by application name.

No, you can't. Draft encryption is automatically enabled for all
accounts where Enigmail is enabled.
