Excuse me. From the information in your email I can see that you are
using a Windows OS. As do I.

In the Windows version of TBird.

Menu Bar > Tools > Account Settings > OpenPGP Security > (The actual
page is titled "Openpgp Options") > uncheck the last box/line > "Encrypt
draft messages on saving" > click "Okay" button. You have to do this of
each account using Enigmail.

Sadly for some reason this setting is a default and it resets to "true"
(checked) by itself from time to time.
