Maybe for some reason your configuration is somehow corrupted and the taskbar you're seeing was enabled in a shelf that is not enabled anymore. Also I see you're not using the default theme, so it could be also related to the theme.
I would try first switching to default theme to see if it goes away. If it's not, then I would close enlightenment and rename ~/.e to ~/.e.old, so that when you log back in enlightenment will start with a fresh config. If all is fine you can remove ~/.e.old, if nothing change you can move ~/.e.old back over ~/.e.
