The suggestion to gather console output during a boot is excellent. For all but the most sever failures a message will be displayed. In many cases the message will direct you to the proper resolution. This is particularly true when the CPU flashes red and green repeatedly.
In this case someone has moved switch 1 to the on position. If the board arrived from Enterasys in with this setting you should open a GTAC case.
