Confirmed that all the DFEs have 256MB RAM installed. I even rebooted the 
unit. :)

Yes, you will need the extra memory on the blades in question.  You can do 
a “show system utilization storage” to see which modules do/don’t have the 
memory.  Long ago, certain features required only 256MB on the module 
configured for the feature.  Around the date of your firmware, it became a 
requirement to have 256MB in all modules within the chassis.
 
From Release Notes:
 
The following features require that 256MB of DRAM be installed in all 
modules in the chassis: 
·         Protocol Independent Multicast (PIM)
·         Extended routing capacities
·         Load Share Network Address Translation (LSNAT)
·         Network Address Translation (NAT)
·         Transparent Web Cache Balancing (TWCB)
·         Radius Snooping
·         NetFlow
 
Likewise, you’ll need the 256MB upgrade for each blade if/when you upgrade 
the N7 to firmware 7.11 or later.  There’s also a transition doc on how to 
work through the upgrade as some config items need to be tended to before 
upgrading.

It's weird because I'm running it on one of the N7s but the other one 
doesn't have the option. I thought it was a problem with the advanced 
license but that unit has been running OSPF for years now which wouldn't 
be happening with a bad license.

I have two identical N7 chassis switches at my two corporate offices. The 
only differences is two blades in my corporate office are 10/100 
7H4382-49s and the 2 blades in the matching chassis at my DR site are 
10/100/1000 7G4285-49. Both units are running the 6.12.08.003 firmware and 
I have the advanced routing license installed on both units. For some 
reason I can't run a ip pim command from the router config. It looks like 
nat, slb, and twcb are unavailable as well. Is this a limitation of the 
7H4382 DFE?
