Sure. I currently have Outlook set to Corporate/Workgroup mode: sometimes
things are different in Internet Mail Only mode although I doubt this would
be one of those. Let me know if this doesn't work in IMO mode:

Tools | Options | Mail Format | Message Format: (change popup to Plain Text)

You can even set defaults just for particular contacts to some other format
than your normal default (although not to HTML, you'll be glad to hear, just
to Plain Text or Rich Text). That's in the individual contacts, and may
differ in the two modes.
