Apple's mistake in this case. Actually, the guideline is (was?) that you use shift in "graphic" views, since there's no concept of continuity, but use shift to extend in list and text views to extend. The excuse Apple gave for the Finder is that in the icon view, shift is the right thing to use for non-contiguous selection and they did the same thing in the list view for consistency. They dropped that for OS X, and use standard list behavior in the Finder.
