I have had similar-behaving errors, moreso when using a modem than broadband.
If Holt's situation arises from a modem, I would try something less daunting, simply restarting the connection to see if that enables sending. It's worked for me at times. Recent boardband service interuptions at my DC home due to Hurricane Isabel put me in local cybercafe and its wi-fi environment for two weeks. Receiving was a snap, but that environment did not allow (with settings I have, anyway) outbound messages from Entourage. So, I used my ISP's "webmail" composing essential stuff and sending it out from there.
