What I have seen is that contacts sometimes get _two_ (or more) listings in
the auto-completion list. One of them appears to be as a contact, the other
as a name-and-address (which nevertheless appears with the Contact "blob"
icon if you select it). The latter appearance may indeed be weighted - I
don't think I've ever paid attention when I have two "Davids" etc. So, yes,
you may well be right. I have this vague notion that the "Contact"
appearance (which is obvious if the contact has several email addresses - in
this case there are rightward arrows to a sublist that contains all the
addresses, whereas name-and-address appearance does not have such a thing)
is usually higher than the other, but I may be wrong about that, as I think
I said already. I'll take a better look next time it happens.
