I tried your suggestions. I was able to see the public folders using OWA, but using the exact same url string in the Entourage Advanced options yielded the same error message that the folders couldn't be accessed. As a side note, I never got a server list when right- clicking on the Outlook icon. There was a list of other choices, but no server list. I don't know if it makes a difference, but the Outlook users access our Exchange server using RPC/HTTP. I opened up IMAP on the Exchange so that I could access it via Entourage. Would that have an effect?
