I agree that if they were almost the same price I would get the Canon, but here the difference in price is huge...
But which lens is the best?

same price as the Canon, I chose the Canon EF 20-35 lens. Also, the Canon
has USM and focuses like magic. Results are excellent, very sharp indeed.
Tokina makes fine lenses, but consider two other things: do you want the
word Canon on the lens cap? And: if one day you want to sell, the Canon will
hold it's value very well.
Buy the Canon hood with it, you won't regret it.
