Yes, but you may have to move closer.  30-40 feet can be significant with
low light.  Sounds like the exposure confirmation light didn't go off
because you were too far away from the scene for the given aperture and as
you point out the flash was not strong enough.  Flash exposure is based on
Aperture and Guide number (distance) at a given ISO.  The smaller the
aperture the closer you'll have to get.  Use the distance range on your 550
to tell you what the working of distance for good flash exposure at the
given aperture and film speed.

Also the max sync on the Elan IIe is 1/125 (or is it /90, it's not as high
as 1/200 I'm sure) I believe, so you will have to use HP flash for 1/250 and
this will decrease working distance even more.
