Well, maybe.  There have been two kinds of FD to EOS
converters made.  Canon initially made one as
described above.  It was designed primarily for use
with FD Telephoto lenses, as a sop to all the
professional sports shooters who had huge investments
in Canon telephoto lenses (and because Canon initially
didn't have many super-tele EF mount lenses).

Other vendors have since made similar converters, but
I certainly can't comment on the quality.

But most of the cheap FD to EOS converters I've seen
don't have any optics.  And since the lens to film
plane distance of the EOS line is greater than that of
the old FD mount, that means FD lenses won't focus to
infinity when mounted with such a converter.  So if
you have an old macro lens you want to use, these
converters could be an option.

Finally, with either type you're limited to full
manual exposure metering at the working aperture (no
auto diaphragm at all) and, of course, manual focus. 
The AF indicator light in the body doesn't even work
to help you with manual focus.
