I have narrowed my decision to either the 24-85 f/3.5-4.5 or the 28-135
f/3.5-5.6 IS. I'm looking for opinions on either of these two. Does either
one have perform significantly better then the other? Does the "IS" really
work? Does it degrade the image when in use?

I own both lenses and my opinión is quite clear: 28-135 IS lens is far
superior. But bear in mind that 24-85 is wider so that you must consider in
wich circumstances the zoom will be better for you. Low light where IS is
welcome or wider use. Anyway the IS one is better lens.
