As can been seen with more early patents, Canon started already long before
1998 with the development of IS, and so did the other companies as Nikon,
Minolta, and others. To develop a good product you need years of time,
sometimes even decades. A lot of people don't understand what all is
involved form idea to actual production and bringing it into the market. It
is normal to use 3 to 5 years to just develop a new model, so a company has
to decide now what to start developing, to bring to the market in 2006 or
even later.
