The reasons for rounding as all camera makers today do
is, I think, lost to antiquity.  All the vendors
standardized on the current numbering scheme a long
time ago.  Even back in the late 60s when I was
getting my photographic teeth wet, most cameras
carried the current roundings.  The only common
exceptions were at the wide open end of the 50-58mm
"normal" lens, where you'd see values from 1.7 to 2.0.
