Not exactly.  IS doesn't change the maximum aperture,  and
it doesn't  change the depth of field.  The lens also
doesn't become faster.  Fast-moving objects will still be
blurred (actually even more so if you shoot slower).

It allows to shoot 3 stops slower without having to worry
about _camera shake_ from body tremors or tripod vibrations.

If (in order to avoid camera shake) you usually shoot at
twice the focal length (e.g. at 1/400 sec at 200mm),  you
can now shoot at a quarter of the focal length (1/50 sec at
200mm in our example).

BTW:  Open 3 stops from f/2.8 and you'll be at f/1.0.
