No. The light-gathering ability of the lens is unchanged. They just mean that the lens 
reduces camera-shake by a eight times.

For example, when you shoot at 1/15th of a second, the camera shake is only that of a 
regular camera & lens shooting at 1/125th of a second.
  (1/15s - 3 stops = 1/125s)
