When I shot the 800 roll, after every shot, the green light on my 420EX
flash illuminated to tell me that the flash got proper exposure.  This is a
nice feature.  However, when I used the roll of 100, I got the green light
to illuminate only about half of the time and I could not figure out why it
did or did not light up.

Can someone "illuminate" me as to why it was hit or miss with the slower
film?

Simply put, 1/250 was too fast a shutter speed.  If you are using flash even
with a long lens the flash pulse is usually sufficent to freeze the action.
At ISO 800 you had room to accomplish this.  At ISO100 you lost 3 stops of
ambient light and the flash simply could not compensate. I would opt for
1/125 seconds at F4 with either film to gain as much ambient light as
possible.
