Actually, the new rules didn't take effect until February, 2002 :-) But note that jurisdiction over U.S. airline security has passed from the FAA to the TSA (Transportation Security Administration), and 49 CFR 1544.211 replaced 14 CFR 108.17, so if you choose to cite the regulations, be sure to mention TSA (rather than FAA). The wording in 49 CFR 1544.211 is nearly identical to that in 14 CFR 108.17, so essentially, nothing has changed, regardless of what a screener might tell you--if necessary, ask to speak with a TSA supervisor.
