No, that is no such regulation. Someone once posted an faa.gov link to the 
actual regulation that allows any passenger to request a hand check of 
film. I'll try to dig it up to you.

On the whole, though, it's not worth the hassle for a hand inspection of 
<iso 800 film. They won't begin to fog unless you put them through the 
machine 20 times. This figure is from an FAA study that I read some years ago.
