Nooo!
Use a scroll-wheel on a mouse (or better: on a trackball)....;))

On my older, non-wheel, trackball, I had middle and right button 
assigned to scroll down & scroll up.

There are even trackballs (possibly also mice) with two scroll-
wheels, so you could use one for up/down, the other for left/right 
(but the wheels itself were orientated in the same direction, not 
perfect).
And IIRC, there are even mice with a complete extra small trackball 
on top, to do the same, but more ergonomically (once that concept is 
also launched on a trackball, I'll buy it immediately....:))
