It's all about price. Canon (and the other
manufacturers, for that matter), don't seem to see a
market for semi-professional digital SLRs. The 20d is
about as much camera as can be stuffed into a $1500
box today. Adding the features of the 3 (45 point AF,
more rugged body, ECF, weather sealing, etc.), would
raise the price. Say at least $2000, probably more
like $2200. To justify that higher price, Canon would
have to make the 3 perform better, or offer more
features, than the 20d. So add in a full frame
sensor, bigger buffer, maybe a faster shooting speed,
and you've bumped the price up to, say, $3000, or
maybe $3300. That's pushing 1D MkII pricing.

So who's the customer for a $3300 D-SLR? Most pros
would probably make the jump to the 1D. Most amateurs
are going to find that too expensive. (There's a big
difference between the price of a semi-pro film camera
and a semi-pro digital camera. I could easily afford
the 3, or even the 1v. I can't afford a 1D MkII, and
probably not a "3d.")

So there's a small market of really serious
photographers who can't quite afford a 1D, or don't
want to carry the size and weight of a 1D. But
probably not a big enough market for Canon to make money.
