That's exactly what I'm getting at- I will try to find the reference where it talks about minor deviations when performing ADs- but if you were to slightly trim the backing plate (put a flat spot on it next to the rib) or reduce the hole size like you said to 2.5 or 2.75 inches there would not be a problem. 1/2 half inch diameter difference in the hole doesnt prevent the A & P from doing the inspection, and if you are going that route (cutting holes) then it's better to have a slightly smaller hole there than no hole at all because of the oversight on the part of the persons doing the technical research for writing the SB.
